Position paper – Public consultation on the preparation of a Green Paper on Urban Transport

Europe’s urban areas differ very much. They reflect the geographical, historical, political, economic and social diversity of the continent.

The transport needs of these diverse urban environments are equally different and what is important in northern Scandinavia is of little relevance in Italy’s renaissance cities. Urban transport is organised differently in every Member States, with different allocations of policy responsibility, administrative structures and financial responsibilities. Answers to urban transport questions are by the nature of this diversity, local not national or European. The potential added value that could be demonstrated at the European level for what are essentially local issues, requiring subsidiarity, needs to be further clarified.
